Who governs the nations that were here first? The people of Colville Lake are still negotiating an answer to that question with the Northwest Territories and federal governments. The Behdzi Ahda First Nation has worked for a decade to establish a self government agreement. This year, there was a landmark development. The Government of the Northwest Territories accepted a longstanding request from the First Nation: that negotiators meet on the land so they can see for themselves what it means to the people. Luke Carroll takes us there.
