Fort St. John driving instructor defies suspension amid ongoing dispute with ICBC [Video]

FORT ST. JOHN –A driving school instructor in Fort St. John is defying orders to cease operations following the suspension of his driver training license.

The defiance comes amid an ongoing battle with ICBC over allegations of corruption that the Crown Corporation has deemed unfounded.

David Rowsell, who operates Elite Driving School, had his driving instructor training license suspended for two years as of August 1st, 2024.  

ICBC claims that Rowsell violated Motor Vehicle Act Regulations by continuing to provide driver training while his school’s license was suspended.

The school’s license was suspended for three months in July of 2024 due to Rowsell’s conduct, which ICBC describes as “unprofessional behaviours” spanning 12 years that included the instructor making allegations of ‘cover-ups.’

Despite the suspension, ICBC states that Rowsell was observed providing driving training on 14 separate occasions in the month of July.
