Having promised during his campaign to sign them off on his first day in office, President Donald Trump pushed back to Feb. 1 his plans to expand tariffs on imports from key trading partners including Canada and Mexico.

In a press briefing at the White House on Jan. 22, Trump referenced the new deadline of Feb. 1, saying his team was looking at 10 percent for China, too. The figure touted previously for Canada and Mexico is 25 percent.

He also said the EU is “very, very bad to us” on trade, particularly in allowing American cars and farm products into the European single market, and so the bloc is facing fresh tariffs. Trump has characterized his trade policy as “America first.”

Trump believes America’s trade deficit signifies its partners are taking advantage. He sees tariffs as a tool to protect domestic jobs and businesses from unfair foreign competition or to prise open markets where U.S. firms …
