High-risk offender back behind bars two days after release in Ontario [Video]

Two days after a high-risk offender was released onto the streets of Oshawa he is back behind bars after violating his court-ordered release conditions.

Keith Theodore Constantin was arrested by Durham Police just before lunch Monday after the DRPS Offender Management Unit became aware that he was breaching his release conditions.

He was taken into custody without incident and charged with breach of recognizance and held for a bail hearing.

Durham Police issued a Community Safety Alert Monday when Constantin was released, describing him as a “high-risk offender” and warning residents that he was now living in Oshawa.

Constantin, 45, has a lengthy criminal record, with convictions for sexual assault with a weapon, robbery, possession of explosives and multiple probation violations.

Under the terms of his release he was not allowed to be in any area where children may be present, such as daycares, swimming pools or playgrounds.
