Kootenai County contractor settles with state over deceptive business practices | News [Video]

COEUR D’ALENE, Idaho — A contractor out of Coeur d’Alene will pay restitution to customers who reported deceptive practices during construction projects. 

According to Idaho Attorney General Raul Labrador, Connell (Neal) Foster of Prime Builders in Coeur d’Alene was accused by seven consumers of deceptive business practices. 

The AG’s office says the alleged losses for costumers was more than $325,000. 

Consumers reported Foster and Prime Builders accepted payments for home add-ons, decks, and other projects. Many of the projects were not delivered, only partially completed, or refunded. 

A settlement was approved by the court on March 6 and will include a payment plan for restitution with 30 days. 

As part of the settlement, Foster cannot advertise, negotiate, or enter into construction-related contracts without a third-party mediator or as an employee. 

The AG’s Office says consumers who incurred losses because of Foster may file complaints with the Consumer Protection Division
