As of March 1, Mexicans without a work or study permit have to apply for a visa to travel to Canada. The aim is to stem the rapid rise in the number of asylum seekers from Mexico, from 260 in 2016 to almost 24,000 by the end of 2023. But the measure closes the door on some legitimate refugees, and literally separates certain families, say critics.
